A large share of the Competition Council’s activity is to give assistance both to the State aid grantors and to the beneficiaries, in order to ensure the compliance with the communitaire provisions in the field.

Which is the modality to give assistance?

By the following:

  • drafting answers to the requests for clarification in the State aid field, submitted by the ministries, central and local public authorities, beneficiaries, natural and legal persons (consultancy firms, law firms etc.);
  • identifying, together with the involved authorities, possible solutions to avoid the State aid elements, when feasible;
  • drawing up observations and proposals on the drafts of the legal acts setting up measures susceptible to be State aid, as well as to the drafts of legal acts instituting de minimis aid;
  • organizing meetings with the experts from the State aid grantors and the beneficiaries.
