The de minimis State aid schemes are elaborated by the granting authority (ministry, agency, municipal council etc) in accordance with the provisions from the Commission Regulation (EC) No 1407/2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.

Within 15 days from the passing date, the granting authority submits, for information, to the Competition Council, the legal act setting up/approving the de minimisState aid scheme.
