RegAS presentation

Interactive application “State Aid Register of Romania” (RegAS) was developed by the Competition Council, in collaboration with the Special Telecommunications Service, to meet one of the criteria necessary to comply with the horizontal conditionality in the field of State aid, namely “The existence of an adequate system registration allowing State aid expenditure monitoring to ensure compliance with State aid rules and, in particular, enable them to avoid abuse of the rule of cumulation of state aid“.
Development and operation of the RegAS database offers to grantors the possibility of verifying the eligibility of the State aid/de minimis aid beneficiaries prior to the moment when the aid is effectively granted and will help them to reduce the time period currently allocated to verify the compliance of the aid with the State aid legislation.
The amounts of aid allocated to beneficiaries, activities or sectors can be evidentiated by feeding the RegAS with data uploaded from both the grantors managing Community funds and national funds. Also, RegAS allows integration into a single database of allocations granted as de minimis aid, regardless of the budgetary source.
Institutional users of RegAS are:
a) The Competition Council, including its territorial structures;
b) grantors and promoters of State aid and de minimis measures;
c) administrators and sub-administrators of State aid and de minimis measures;
d) institutions involved in controlling and monitoring State aid/de minimis aid or the Community funds;
e) other institutions.
Individual access of users to RegAS resources is achieved using the username and password information generated by the system administrator.
